The Platform for aid to Refugees in Murcia (Plataforma de Ayuda a Refugiados en Murcia) is a collective form by citizens that want an active organization, as well as collaborate with institutions, ONGs and other platforms both in the integration of refugees in our area, and in giving support to those who are in transit to Europe or within their borders.
This platform arises from the collective consciousness about the urgent need to safeguard human fundamental rights of those who are forced to leave their country for reasons of war, violence or persecution. It is a citizen group united for the will to make effective the right to international protection and to achieve in Murcia a welcome respectful with human dignity.
We are aware that the right for asylum is a fundamental human right and, as so, a right of all people just for the fact of being, without possible distinctions or exclusions. We demand the compliance of the Universal Declaration of Human Rights of 1948 and the Geneva Convention of 1951 about the statute of refugees and the New York protocol of 1967, which recognice the right to asylum for those who are in any of the situations of persecution foreseen.
In Spain this right is regulated by the Asylum Law 12/2009, which does not yet have regulations that make possible it’s efficient compliance. These treaties and laws recognize the right to obtain the status of refugee for anyone seeking protection outside their country because of their well-founded fear of being persecuted on the basic of race, religion, nationality, political opinion or membership of a social group, gender or sexual orientation; as well as the right to obtain subsidiary protection in the event of serious threats to the life or integrity of civilians motivated by indiscriminate violence in situations of international or internal conflict.
We are convinced that citizenship can participate actively in the achievement of the rights of refugees recognized in our Constitution and International Treaties. Among them we find the right of psychological and health care, housing rights, social benefits, assistance of lawyers and interpreters to help with the asylum request for free, the right not to be deported to their countries and access to employment. Especially, we believe that citizenship is fundamental to make the right of social integration effective.
The members of this platform are joined together under the protection of the constitutional right of the civic participation (Art. 9.2 and 23 of the Spanish Consitution), in order to be an active part in the creation, organization and coordination of assistance networks that provide a better reception. It is about an altruistic and apolitical organised assistance, with an eminently practical nature. Every volunteer involved in the platform contribute with his/her time, professional knowledge and diverse collaborative and solidary aid experiences, carrying out concrete tasks that help to the achievement of the Platform objectives.
The Platform aims:
1. To encourage the social inclusion of the refugees arriving to the Murcian Region.
2. To verify the compliance of the obligations related with the concession and the real exercise of the associated rights to the refugee status and the subsidiary protection.
3. To contribute to the support, accompaniment, and assistance of the applicants that have not been conceeded the refugee status or the subsidiary protection.
4. To inform and raise awareness within the population about the situation in which refugees are.
5. To channel the social support and solidarity of the citizens from the Murcia Region to the refugees.
6. To support NGOs in transit zones of refugees.
7. To promote the involvement of public and private initiative in actions of direct help to refugees.
8. To monitor the compliance of the commitments of public administrations that are competent authorities in matters of granting help to refugees.
For all the above, we encourage citizenship and institutions to contribute and be an active part of this task that our society, as well as any other that consider itself fair and dignified, can’t ignore. We thus fullfit the mandate most important of all legal systems: The Universal Declaration of Human Rights that, in its first article, establishes that “all human beings are born free and equal in dignity and rights and, endowed as they are with reason and conscience, they must behave fraternally with one another”.
